All students are required to register and provide proof of residency every school year.

Returning Students
Online Registration
Parents whose students are enrolled at theend of the yearand are returningwill verify & update address and contact information if needed. Changes will be processed as they are received, and parents will receive an email confirmation when the first step, submitting all online forms, is complete.
A current proofof residency is required each yearand can be uploaded during the online registration process.
Acceptable proofs are:
- homeownership or current signed lease listing student’s name
- a gas, electric, cable, or water bill from thelast 30 days.
Once your proofof residency is verified by district staff and you have completed the Household Income Survey, you will receive a follow up email stating that your student’s registration is finalized.
Families who do not have a proofof residency dated within 30 days in the name of the parent/guardian will need to meetSpecial Residencyrequirements (see Special Residency In PersonAssistance).During the online registration process you will be prompted to answer questions about residency.
Returning Studentsentering 7th grade are required to have the Meningitisand the Tdapvaccination andalso must have proof of these immunizations prior to the start of the 2024-2025school year.

New Students (Enrollment)
Brand new students or students who previously withdrew and are planning to return to Texas City ISD can also begin new student online enrollment.
When starting an application, check the box "I do not have an email" to start the process otherwise it may cause an error.
Parents must upload:
- birth certificate;
- a copy of the student’s social security card (if applicable)
- immunization records,
- a copy of the last report card from the student’s prior school (if applicable)
- a current (dated within 30 days) proofof residency.
Acceptable proofs of residency are:
- homeownership or current signed lease listing student’s name
- a gas, electric, cable, or water bill from thelast 30 days.
Once your proofs of residency and additional required documentation are verified by district staff, you will receive a follow up email stating that your student’s registration is complete.
Families who do not have two proofs of residency dated within 30 days in the name of the parent/guardian will need to meetSpecial Residencyrequirements.During the online registration process you will be prompted to answer questions about residency.You will be contacted if further answers or documentation is required.

Head Start Income Eligibility Guidelines
Students who are 3 or 4 on September 1, 2023could be eligible for our Head Start program. The Head Start grant requiresall3 year olds must also reside in the attendance zones for Guajardo, Heights, Kohfeldt, or Roosevelt-Wilson Elementary only. They must also meet at least one of the following criteria:
- living below federal poverty guidelines including the income of all parents living in the home (child support, student loans, social security income, disability income);
- be homeless, as defined by 42 United States Code (U.S.C.) Section 1143a, regardless of the residence of the child,residence of the child's parents or guardian or other person having lawful control of the child as verified by the TCISD social worker;
- be a foster child and have a letter stating such;
- receiving SSI (Supplemental Security Income - not social security;
- receives TANF (Temporary Assistance for Needy Families)
The 3-year-old class is only available through the Head Start grant and the grant is specific that students who are enrolled in Head Start can only be zoned to the old TCISD attendance boundaries which includes the elementary school zones of Heights, Guajardo, Kohfeldt and Roosevelt-Wilson. The 4-year-old Pre-K program is open to eligible students living in any part of the current TCISD school zone.

- Child's birth certificate, immunization record, Social Security card and health insurance card
- Family income verification (2 recent check stubs for each household member employed)
- Proof of residence in TCISD boundaries current within 30 days
- Acceptable proofs of residency are:
- homeownership or current signed lease listing student’s name
- a gas, electric, cable, or water bill from thelast 30 days.
- If living insomeone else's home, the homeowner must provide 2 proofs of residency from the list above, and the appropriate notarized TCISD registration form (Special Residency).
- Acceptable proofs of residency are:
- Parent or legal guardian's driver's license or government issued picture ID.
- Ifstudent lives with someone other than parents, please provide notarized or court documentation showing legal guardianship of child
PreK 4 Year Old Eligibility
4-Year-Old Pre-Kindergarten Eligibility Requirement
PreK Income Eligibility Guidelines
Students living within Texas City ISD attendance zone who are 4 on or before September 1, 2023, could be eligible for our Pre-K program. Those students must meet at leastone of the following eligibility criteria:
- be unable to speak and comprehend the English language per results of a language assessment test given prior to acceptance into the program;
- be educationally disadvantaged, which means a student is eligible to participate in the national free or reduced-price lunch program;
- be homeless, as defined by 42 United States Code (U.S.C.) Section 1143a, regardless of the residence of the child,residence of the child's parents or guardian or other person having lawful control of the child as verified by the TCISD social worker;
- be the child of an active duty member of the armed forces of the United States, including the state military forces or a reserve component of the armed forces, who is ordered to active duty by proper authority;
- be the child of a member of the armed forces of the United States, including the state military forces or a reserve component of the armed forces, who was injured or killed while serving on active duty;
- be in, or have been in, the conservatorship of the Department of Family and Protective Services (DFPS) following an adversary hearing held as provided by Section 262.201, Family Code;
- be the child of a person eligible for the Star of Texas Award as a peace officer (3106.002), firefighter (3106.003) or emergency medical first responder (3106.004)
