MassPort Boss Gets 2nd Chance 'JR BB JUj UNITED PRESS INTERNATIONAL DAVID DAVIS Jobless Get ree College BOSTON (AP) David Davis res tored to the top administrative job at the Massachusetts Port Authority by the Dukakis administration says his No 1 task will be rebuilding public confidence in the agency Davis fired from the job in October by an authority board of directors (iomin ated by appointees of then Gov Edward King got his old job back Thursday under a new board now dominated by appointees of Gov Michael Dukakis The new board voted 4 2 to remove for mer state Rep Louis Nickinello as executive director and then voted 4 1 to rehire Davis King appointee John Arata voted against firing Nickinello but abstained on the Davis appointment The other remaining King appointee cast the lone vote against Davis who headed the authority during first term enthusiastic about this chance' because there are things I want to do at the Davis said thing I want to do is restore public confidence in the Davis took over the Massport job from King in 1975 King then ran against Dukakis defeating him for the Demo Statehouse cratic nomination for governor in 1978 and then winning the governorship Dukakis who regained the job from King in the November 1982 election took advantage of an obscure 1964 law to engineer return It was last October when appointees controlled the board that Davis was fired paving the way for Nick appointment on Jan 4 The authority runs Logan International Airport the Port of Boston and other facilities an episode putting behind Davis said of his firing in October not coming back because I need vin dication coming back because feel very positive about the Nickinello took the move in stride and said he would return to his real estate business in Natick Dukakis regained a majority on the board when his staff found the 1964 law that allows a governor to remove certain appointees within 15 days of their being named to office On Monday the Supreme Judicial Court confirmed that Dukakis had the right to remove last minute King appoin tees so Dukakis fired two authority board members named by King in the last days of his administration strongest defender was Paul Robsham the other remaining King appointee on the board and a personal friend of the former Natick lawmaker who served as House chairman of the Transportation Committee Daily News riday Jan 21 1983 5 State Will Offer $700000 or Old ederal Building An offer by the state to purchase the Dwight Street federal building for $700 000 is expected to be made next week State Sen Martin Reilly Springfield said the offer is now being processed by the state Division of Capital Planning and Operations When completed it will be for warded to the General Services Administration which oversees fed eral properties GSA reportedly is requesting $750000 for the building which has a replacement value of $10 million according to the Division of Capital Planning and Operations The Dwight Street building has been vacated by a number of federal agencies following completion of the new federal building on Main Street Reilly also said that the state Department of Revenue which had been leasing space in the Dwight Street building has been granted an occupancy extension to March 31 The state department will move its assistance operation to the first floor to space formerly occupied by the Internal Revenue Service assistance depart ment The remainder of the revenue department operations will be con ducted in the former IRS office on the second floor Total space to be used by the reve nue department on both floors will be in excess of 5600 square feet BOSTON (AP) A program to retrain the unemployed with free college courses begun this week at Greenfield Community College is going statewide imme diately state Chancel lor of Higher Educa tion John Duff says also said Thurs day that he believed the program is the first of its kind in the country Duff said at a news conference that $1 million is available to provide free tuition this semester to people who have exhausted unemployment benefits bp are about to The plan could cover at least 3000 people he said 230000 Jobless About 230000 people were jobless in Massa chusetts in December 77 percent of the workforce according the latest unemploy ment statistics basic idea is training or retraining for individuals who have exhausted or are about to exhaust their unemployment bene said Theodore Provo president of the two year community college in the Western" Massachusetts town of Greenfield is a
