CONCORD NH (AP) Offi cials say the state shock incarceration program boasts a good first year record Of 96 convicts released so far after finishing the boot camp style program nine have had their pro bation or parole revoked and were returned to the prison to serve out their sentences The four month program has admitted 149 prisoners since it began in 1990 Thirty are enrolled now 14 flunked out about 200 miles south for flights to Guam and to the United States The evacuation leaves a skele ton force of only 1500 Air orce police engineers and others at Clark Another 5000 Air orce personnel and 7000 Navy sailors are housed at Subic where a mas sive cleanup and repair effort has barely begun At Clark virtually every tin roofed hangar and storage shed along the flight line crumpled and collapsed from the sheer weight of the volcanic debris The roof of a three story maintenance hangar for the 353rd Special Operations Wing collapsed on cots and bed rolls installed in case the building was needed as an evacuation cen ter It was empty when it col lapsed A wall of mud and boulders pushed a dozen vehicles 150 feet off a new car lot leaving them scattered as muddy wrecks Scores of other
